    From what Wilt has said in the past I think part of the situation is that he has teams that want into an Independent pro league but are not prepared to join the NASL. As far as doing this because of USL putting forward a D3 I would say pushing up the date is part of that but the parties involved have been discussing this and Pro/Rel for a year or two. Also the USL probably needs/must form a D3 league in order to stay as a D2 league. With the connections between Joe Barone, Commisso, NASL and NPSL as well as Peter Wilt and the talk by all of the above in regards to Pro/Rel I bet it happens. All they need is 12 teams so that is not a reach. The key is that it needs to be split East West for financial reasons. Also I think the NPSL need to play more games.
